I was recently playing Tropico 5, mission 5 - paranoia, the first campaign mission in which my population climbed to 1000. starting in the modern era is a pain. I usually grab the Platinum package and look for Tobacco/Sugar deals from the Crown, build Plantations for that and Financier (Building revenue increased) works there.

Tropico 4 really got it right with Modern Times. Tropico 5 features a Dynasty instead of a single president. Making people happy in T4 and avoiding rebels was definitely too easy but now it's like they tried too hard to make it a concern. And then once you got to 40% happiness and a positive balance sheet it was all plain sailing forever. its huge and it only give you one military squad thats ok better then an normal squad but it takes up an huge space. I think that the negative treasury may be a factor, but that's mainly from suddenly rushing an aircraft carrier due to the uprising! The rest of them are usually Tycoon and Financier (The bonus cash from these two is too good to pass up) and and Administrator who is usually in a church, cathedral, or hospital to reduce the number I need. The last one doesn't feel like it matters, as I do not believe you can get more of the same type of specialist, and I have yet to see one pop up that was interesting to me.
I love it myself, but i probably spent too much time in my youth crawling around in abandoned asylums. It does take up a lot of space compared to other modern military buildings, and if your having trouble winning battles, you will probably be better served by building 3 or 4 barracks instead. The Ugly: Some hate how this building looks. Something is just missing that makes the challenge less fun. I love watching my tanks go to random locations while the rebels are attacking my buildings.
Also, pay attention to your populace. still, some DLC missions have modern era invasions, so it is very useful for that i guess. Challenge is good, but a lot of this ranges from information that is poorly communicated to the player (or not at all) to flat out bugs and bad design. Cesar got to work into making the skinny Palace Guard into something more respectable and properly trained, and would on later years lead on the Revolutionary Tropican Army in the fight for independence..

I agree with what you say about the almanac, although I do like the ability to look at the cost of buildings by type so I can see what my military, for example, is really costing me every year. lastly, it is another industry that can be build nearby haciendas and historical inns, allowing you to have a more industrially developed cultural tourist area. On the other hand, there's real challenge to the game now. Trade and using your almanac are HUGE this time around. DLCs for this game are worthless. I think Tropico 6 is much better than Tropico 5. you can power your entire island with no manpower assuming you have enough space for wind turbines. On Tropico 4 I used to always play on the hardest difficulty settings and rarely have that many problems. In Tropico 4 one president had 3 traits. Going green simply does not allow you go go very green. I feel like this greatly reduces staleness in the game while also making it more challenging, so overall i really like it.
