Oh it seems the mod pack has advanced rocketery and astral sorcery, those cause issues but there are fixes (other mods may also cause issues but I know these for a fact) Both of these mods have a config option which fixes most shader issues.

with optifine its butter smooth everywhere cant play without it. Removing Astral Sorcery fixes the issue. Including Optifine and a shader together with Astral Sorcery causes the shaderpack to react and render (if that is the right word) badly.
